No, a candidate cannot appear in Final Interview if one has failed to appear in Psychological Assessment.
In general, the Psychological Assessment is considered an important step in the selection process as it evaluates the psychological attributes, personality traits, and mental capabilities of candidates. Failing to appear in the Psychological Assessment may indicate non-completion of a critical component of the evaluation process.
