When a recommended candidate does not join the post, the Punjab Public Service Commission (PPSC) may provide a substitute candidate based on the following procedure:

  1. Waiting List: The PPSC maintains a waiting list of candidates who were shortlisted but not initially recommended for a particular position. These candidates are usually next in line to be considered as substitutes.

  2. Merit Order: The substitute candidate is selected based on their position in the merit order. The merit order is determined by the candidate's performance in the written exam, interview, and any other selection criteria set by the PPSC.

  3. Notification and Offer: When a recommended candidate does not join the post, the PPSC notifies the next candidate on the waiting list, informing them about the vacancy and offering them the opportunity to join the position. This notification is typically sent through email or postal mail.

  4. Acceptance and Joining Process: The substitute candidate who receives the offer has to accept it within a specified time frame. They are required to follow the joining process, which may include submitting necessary documents, undergoing a medical examination, and completing any other formalities required by the department.
